Our Team

New Dawn Care Agency Ltd has been providing quality care services since 2nd September 2009, when it was founded by the late George Bowness and Kim Pilkington; the team now comprises:

Heather Bowness (Chief Executive):

Heather brings an understanding of what is involved in engaging care workers to support immediate family who live at some distance.  Becoming an active member of the management team in March 2020, her previous working life was in Human Resources, predominantly in manufacturing and construction; where she worked at senior level for over 20 years. She also has governance experience is in further education and pensions; and she has previous financial experience as Treasurer in a voluntary capacity. Heather believes passionately that care support should make a real positive difference to the quality of people’s lives.  Also that the care team should enjoy a quality employment package, that their pay reflects their true value and they have opportunities to develop and progress.

Kim Pilkington (Finance & Operations Director):

Kim started with New Dawn predominately in finance. In 2015, she took on the additional role of Operations Director and Nominated Individual for the Care Quality Commission (CQC).  In these two new roles more time has been spent monitoring the direction of the business; and implementing/updating procedures and systems to improve the performance and efficiency of the business.  Prior to working with New Dawn she spent most of her working life in various service sectors, including the governments flagship electronic tagging programme and working for an international charity.

Rachel Wintle (Registered Manager):

Rachel joined the team July 2018 bringing over 30 years experience in care in a variety of roles from a carer through to management. Her role prior to joining was with the Alzheimer’s Society where she has managed a team of dementia support workers as well as holding a case load. She supported various groups and activities across Shropshire, Telford and Wrekin working with individuals and organisations to develop their understanding of dementia and strategies for becoming dementia friendly. Prior to this, Rachel spent over 12 years working with a mental health charity. Here her responsibilities included undertaking risk assessments and reporting; and having direct involvement with service users, families and other professionals.

Steph Jones (Deputy Manager):

Steph joined New Dawn in 2012 as a care worker, where she quickly showed a natural aptitude for the role; as well as a desire for new challenges.  As the business grew and needed to increase the office team; she took on the role of rota administrator, as well as continuing to work in care.  In 2017 Steph accepted an offer of promotion to the role of deputy manager.  Her years with the company have given her a great depth of knowledge of all aspects of the business.

Senior Care workers:

A community care role with the additional responsibilities of supporting the office. Initially this is with client reviews and new staff shadowing; with increased experience, this develops to include other duties such as staff spot checks and ‘on calls’.

Care workers:

New Dawn has an average of 20 staff, who are local to the communities they work in and are employed on permanent contracts. We never use agency staff. Our aim is for our clients to have a regular team, so Carers and clients get to know each other. For the dog lovers amongst our clients, they get to meet some of our 4-legged team.
